During the last years the main roads and many side roads developed well in Albania, they are most probably better than you expect. If you want to travel "close to the people" and tolerate compromises in comfort, you can easily travel by bus or “shared taxi” (local people call it “furgon”) during the day, between the larger cities. A taxi ride is relatively cheap compared with European standards despite high fuel prices. Especially on secondary routes or outside the "normal" day times there is no alternative to a taxi (or to your own rental car). A private taxi with a driver who is also your tour guide is, without doubt, the premium version of transport for individual short trips and round trips.
